Fill tool would be a terrible idea... maybe a polygon tool.

SOFT brush would be best tool investment

Soft edge brush or bush edge hardness adjustability should be above other tools in priority. Square brush would be cool as well. I would pay for these and i am sure that others would be ready to do so too.
