there's a kid griefing and changing ip's to get unbanned and well

here's two ip's he used:

*if there's a way to predict the next ip's by some area code or something it would be nice if you could ban his possible ip's
*or either we need a function to make anondraw unable to be drawed if there's no mods online
*or either could you copy the main room in a member's room? so we don't need to worry or start over again
